os-apply-config does not preserve symlinks

Bug Description

If os-apply-config is replacing a file that happens to be a symlink, the path is replaced with a symlink. It's not clear if that's a problem, but it is the current behaviour.

It's not clear to me that this is a requirement. We can just put the template in the right place after all.

Requirement, maybe not. But does it ever make sense to replace a symlink
with a regular file in the context of os-apply-config?

I don't think we've got a good design answer for it, and we don't need it at this point - I want to put this on the back burner.
