Please consider dropping gsettings patch for Orca

Bug Description
Hello,
It is very common for blind users to build Orca from master especially in the LTS distros to get the latest accessibility features. This is necessary for support of latest browsers and Libreoffice. The Ubuntu package is patched to store Orca settings in gsettings. I think when this was implemented, it was thought that this patch would be upstreamed. That never happened and the person who worked on the patch is no longer working on Linux accessibility. Also, the upstream Orca stores its settings in ~/.local/share. Because of this, users spend tons of time customizing their orca settings and are confused when they build Orca from master and their settings won't work with it. This comes up once in a while on the Orca list and was braught up again last week which is why I am opening this bug.
Many users also like to back their Orca settings folder up to a usb flash drive so that they can copy their customizations between machines as well. Although this is possible with gsettings, it is more difficult for an inexperienced user. Also, if Ubuntu adopts the upstream convention, users can use their settings from Ubuntu on other distros as well.
