Simulate non track circuit

ORTS does not simulate non track circuit sections and places semaphore signal at stop or occupied after train passes
In the real world there was countless places were the semaphore signal was not controlled by track circuit and the signal would stay at proceed
MSTS simulates this well by not using the block_state() !=# BLOCK_CLEAR || // Block ahead not clear?
Even with this deleted or using the // to make the semaphore signal simulate NO track circuit ORST still places the signal at stop
