Main reservoir pipe pressure cannot be set differently to main reservoir pressure

Bug Description

If the following is used in the eng file:

AirBrakesMainMaxAirPressure( 10.0bar )
AirBrakeMaxMainResPipePressure ( 7.0bar )
AirBrakesCompressorRestartPressure( 8.0bar )

The main reservoir pressure does not rise above 7.0 bar, although the compressor is always on. If the AirBrakeMaxMainResPipePressure statement is removed thus:

AirBrakesMainMaxAirPressure( 10.0bar )
AirBrakesCompressorRestartPressure( 8.0bar )

Then the correct Main Res pressure of 10.0 bar is achieved, but this is also, incorrectly delivered to the reservoir pipe.
