Open rails locks computer up when starting activity

When running open rails selecting any activity from any installation or save causes the program to lock up when the start button is pushed. The computer will load the program for about a second then the mouse jumps to the middle of the screen and becomes the spinning loading wheel on the desktop background. This completely locks up the computer and will remain in this state until the computer is shut down or restarted using the power button on the computer. I tried to reinstall open rails but this doesn't help. I cant tell if this is a cashe issue either because after reinstalling the route profiles still immediately load in and all previous saved games still show up in the installation profile. If a truly clean installation would work I would like to do this but I am unsure how to.
