Bug Description
When I open Open Rails and start the game, theres this TMP file that is preventing Open Rails from loading. Is there a way so the game can run without the TMP file?

That is a peculiar error, and is not part of Open Rails' own code - it is entirely inside the XNA graphics library we use. I don't think I've seen that error happen before.
My top suspect for this kind of error would be anti-virus/ anti-malware software, which can sometimes prevent a file being deleted if it was only created moments ago - as I suspect this temporary file was.
Unfortunately, as it is in the normal temporary directory, putting an exception in your anti-virus/ anti-malware software would be pretty unwise - but you might want to try it TEMPORARILY to at least confirm if that is the problem or not. You can also disable your anti-virus/ anti-malware TEMPORARILY instead, but make sure to do nothing else - certainly don't browse the web - until you turn it back on.
And no, there is very unlikely to be anything we at Open Rails can do to avoid this temporarily file at this time.
