Route Siskiyou crashes on launc after route splash screen

Bug Description
I downloaded this route cleanly. I properly extracted it in MSTS to insure all tiles and world were complete and operable. When used in Open Rails 1.2.3766, the route will start to loadup, the route splash screen will open, then up comes:
"A fatal error has occured and Open Rails cannot continue.
" System.
" This error may be due to bad data or a bug. You can help ....
" >>> Click ok to report to the OR bug tracker<<<"
I have tried this using different engines and choices - no difference if 'explore' or an activity is selected.
OR Log from latest fail attached.
