Toggle power off does not eliminate dynamic brake force

Bug Description

When a diesel locomotive in a consist is toggled to a power off state, per F5 HUD, it no longer contributes pulling force, but it does still contribute retarding force when the consist enters dynamic braking mode. A dead unit should only provide braking force when air brakes or independents are used, but should not contribute dynamic brake force.

Be careful, we're talking about diesel locomotives. Dynamic brake is available on electric locomotives when there is no power (rheostatic brake).

Thanks Cédric, is what you say true in general (or at least in most cases), or is it true only for locos that don't have energy recuperation (braking energy sent back to the catenary through the pantographs)?

It's been a long time since we've talked about this issue. I will do a modification of this fix in the power supply package: the ability to use the dynamic brake when power is off will be managed by the power supply script.

To give you an overview of what is available on French locomotives:
- Old electric locomotives: rheostatic brake, no regenerative brake
- Old diesel locomotives: no electric brake
- Modern electric locomotives: regenerative + rheostatic brake on 25kV, rheostatic brake only on 1.5kV (old substation incompatibility)
- Modern diesel locomotives: rheostatic brake only (of course)
