Toggle power off does not eliminate dynamic brake force

Bug Description
When a diesel locomotive in a consist is toggled to a power off state, per F5 HUD, it no longer contributes pulling force, but it does still contribute retarding force when the consist enters dynamic braking mode. A dead unit should only provide braking force when air brakes or independents are used, but should not contribute dynamic brake force.
