Incorrect Crossing Deactivation

Bug Description

When the lead engine of a train is stopped on a grade crossing and changes direction (forward to reverse, or vice-versa), the crossing deactivates. The crossing should remain active the entire time a locomotive or car is blocking the crossing or within the crossing's island circuit (activation area in MSTS).

I'm not sure if this is a new issue, or if I've just never noticed it before. I was completing an activity on the Monon route when this occurred, but you should be able to recreate the issue on any route.

I've attached the OR Log report for reference. Please ignore the crash data, as that is being handled by a separate bug report. This report is merely for the crossing deactivation error.

Thank you,
--James Bradley
