Steam Engine Power Out Increases With Speed

When going along in a steam engine I am seeing an increase in power out (it is shown on the locomotive info on the F5 menu) as the speed increases. I am seeing this on multiple engines (some are worse than others depending on how accurate their info is). Depending on the engine I am seeing 100% power out with throttle settings at 50% or less. On one engine ( SP&S 700 4-8-4 Northern) I was hitting 100% power out at 5% throttle setting at 87mph.
