Manual Fireman Mode Boiler Water Levels Wrong

When in Manual Fireman Mode (ctrl-f) there is two water levels given, the first is labeled Safe Range which appears to be the level that the simulation uses, the second level given is labeled Absolute which seems to be what the water level gauge uses in the cab view. I believe that the levels should be around the other way (the absolute level is the actual level used by the simulation and the safe range should be just a fixed range that is safe such as 30%-70%)
