Semaphore signals do not work without LightTex

Bug Description

In some of my routes, I work with old types of semaphore signals. Sometimes checking in Open Rails shows me that some of them do not work properly, because they do change aspect, but the semaphore does not work.

Checking this in the Sigcfg, it seems to be that OR ignores the animation of semaphore signals without the SignalLightTex() in the sigcfg, so a signal without lights, will not work without a light texture.

I can understand if a fix for this is omitted, it is not that much work for the developer to add a SignalLightTex() into a signal type, but I think it should at least be documented somewhere that this is compulsatory to get a signal animation to work.
