Bug Description
Following a report that locomotives with low grate areas are losing steam pressure, I have identified an issue with the calculation of steam usage by the cylinders. This patch includes some debug code to fault find the problem., which won't be visible to normal users of Open Rails. It is not anticipated that the patch will cause any problems, initial testing supports this assumption.

Please can you use conditional compilation for the debugging code? Unless things can be activated as run-time, code should not be compiled in either.
