OR can't read Animation speed of 1.5 FPS in shapes

Bug Description

In this threads is discussed, that OR can't parse an animation speed of 1.5 FPS, which is not a whole number.

MSTS works correct with animation speeds in decimal numbers as 1.5

Example of the animation part in a animated shape:
 animations ( 1
  animation ( 2 1.5

2 = Number of animation frames
1.5 = Animation speed in Frame per second

Since X2961 my Flashing-Light, doesn't Flash, if the shape is compressed in the Routes Shapefolder.
It doesn't also not work in X2964
If I decompress the same file it works??
In the attachment the compressed shape-file with all ace-files

No the Problem does no more exist in V1.4
