Bug Description

When Resuming a game, the text and background box of the Track Monitor are often in different places on the screen.

I loaded Santa Special Northbound: Part 1 from the SVR route using U2021.11.01-0706 (debug) and saved and restarted several times, deliberately moving the Track Monitor around the screen, but was not able to replicate the fault of the original report.
