Bug Description
When Advanced adhesion is turned off, OR always uses 0 speed to calculate motive force, while using MaxTractiveForc
I'm not a C# programmer, but with my experience in PHP, I could find that the problem is in RollingStock/
Here's a patch, just relocating the check for advanced adhesion.
