Allow #4 camera to move backwards/forwards/left/right

Bug Description

I can move the #4 camera view up and down, but it can't move to ground level. Additionally, I cannot move it backwards, forwards, left, or right.

Camera 4 is the trackside camera; it is not a freely moving camera, so what do you expect to happen when you try to move it forwards, backwards, left or right?

What would be nice is to move where the camera is placed. It still focuses on the train, but you can move it closer, farther, etc. Think of how the #4 view works in MSTS (with BIN and a modified config file).
