Minor Exposure export UI problems (ordering, Region level 2 field)

Bug Description

I noticed two minor problems related to the Exposure Export UI:

To reproduce:
a. Click on Explore, Exposure Export, "Load Data By Region"
b. Click on "Afghanistan, L1, UN Habitat"
(see screenshot attached)

The first problem is that the list of region names is not in an obvious order - the list should be grouped and ordered by Admin 1 Region Name, with Admin 2 Region Name as a secondary sort key

The second problem is that the for studies without any Admin 2 regions, the Region 2 Level 2 Field (for filtering the list) is active but is not useful - this can be a source of confusion. The field should be disabled, and the title greyed out if there are no admin 2 regions to filter.

During investigation of these bugs, I found another bug that was quite annoying.

First selects a country from the admin level 0 table take for example Afghanistan, then selects the 3rd page.
Next navigate back to the admin level 0 table and select another country with few admin level 1districts (for example Belize) you wills see that no districts are shown. This is the case because the table is trying to render page 3.

As a part of this investigation, I found another 'bug' in the exposure UI.
When switching from one sub-region table to another, the user is able to see momentarily the previous table data.

To replicate:
1. select a country with sub national deta that is rendered into the table (eg. afghanistan L1 UN habitat)
2. take note of the sub regions
3. click back
4. select united states Hazus
5. for a moment (while ajax is collecting the new requested data) you will see the afghanistan L1 UN habitat results before the table is updated with states Hazus data.
