hrde-app: wrong position of new layers in the layers list.

If our default behavior is export and show the latest layer added (and also checked as visible when LP:1383729 bug will be fixed) then would be better new layers are added at the top of the layers list instead of the bottom.

Two issues here, I am not sure that this should be considered high priority, as this does not affect the functionality of the application.
Second, I am not at all convinces that the order 'newest layers to at the top of the layer controller' is logically better.

Second before first: if we follow the logic "the latest layer is the current and active" it must be put on top of the layers stack not at the bottom, the layer showed over all the others is the topmost.

First: not affect functionalities, right, but is a lot counterintuitive.
