SVIR - Allow the data created from the QGIS tool to be compared with user modified data

The SVIR tool allows the users to modify the primary, category and top level indicator weights. When these weights are changed, the data is then changed within the client and a new PCP chart needs to be rendered.
The user then needs a way to visualize within the PCP chart their changes. To do this the original weighted indicators and the modified weighted values need to be both rendered into a PCP chart, and the difference between them should be highlighted as described in the Integrated Risk Toolkit/SVIR Viewer Workshop document.
