exposure export: Population values are not correct when time of day is off

Steps to reproduce:

1. Open exposure export tool
2. Zoom to Liberia (but anywhere will do)
3. Select a smallish bounding box that does not cross national boundaries
4. Select Level 0, residential data with Time of Day == Off
5. Export as CSV

The output will contain rows similar to this:

Note that the population value 323.671 is identical for all building types while in Liberia UFB is by far the most common building type.

By interrogating GED directly I see that the total population for this cell is 323.671.

It would appear that we are not multiplying the total population by the appropriate building type fraction.

When the Time Of Day = All, the values differ as expected (although I have not checked that they are actually correct...)
