Bug Description
- pip install -e openquakeplatform
- set up db user and permissions (grants, superuser, etc.)
- create db with postgis
- remove superuser ????
- paver setup
- paver start (will syncdb)
- geoserver: create store and layer(s) for apps (isc_viewer, etc.)
- load app data (from csv, etc.)
