Originally it was thought that it would not be possible to render a hazard map wing tilemile as the hazard data included 700,000 points. However after discovering the mapnick Shapefile Indexes, the efficiency to handel this large data set was achieved.
To produce a vector hazard map using QGIS and tilemill:
1. prep the data as needed with QGIS
2. apply a spacial index to the shapefile with:
shapeindex your-shapefile.shp
3. import the shapefile into tilemill, style and render
