Bug Description
If the user specifies the hazard sites manually, the hazard should be computed there. At the moment instead if there is also an exposure, the hazard is computed at the exposure sites. The site model sites instead are the ones with lowest priority, they are considered only if there are no sites.csv nor exposure.xml.

If a region is present, it should have the precedence over the exposure too.
