Issue error when a taxonomy is missing in one of the vulnerability models

Bug Description

When running the scenario risk, I modified the structural_vulnerability_model.xml file by deleting the vulnerability curve corresponding to the taxonomy "DS". I was expecting to have an error message but the calculations were completed.

On the other hand, if I delete also the curves corresponding to the "DS" taxonomy in the occupants and nonstructural vulnerability models, then the expected error message appears: "The following taxonomies are in the exposure model but not in the risk model: set([u'DS'])". This error message also appears when only the structural vulnerability model is included in the job_risk.ini file.
