Bug Description
The region_constraint parameter in a risk calculation should be made optional as usually people provide already filtered exposure models. If not given, then the risk calculation should consider all the assets considered by the exposure model.

Mind that also oq-engine-server should be updated as it is using the region_constraint to get the exposure extent. Instead a query using a proper St_xxxx SQL function should be used to derive the convex hull which covers the whole exposure.
