Bug Description

The goal of this is to move as much complexity as possible out of bin/openquake and into the `engine` module, where this functionality can be used by other applications which import oq-engine code. (See https://blueprints.launchpad.net/oq-engine/+spec/oq-engine-server, for example.)

Also, we want clean up and modularize some of the more monolithic pieces of the engine API.
