Taxonomy -> IMT association is not unique across different vulnerability files

Bug Description

Currently, we save the association between a taxonomy and an IMT in order to support structure dependent imt calculation.

This association is not unique in BCR calculation, we should relax this assumption.

Please, keep in mind that in a near future we are going to support calculation with vulnerability functions for contents, occupants and non-structural damage, where the same situation might occur (so we can have the same taxonomy bound to different IMTs in different vulnerability models used in the same calculation).
