Bug Description

The metallb-controller/speaker charms currently use image version v0.9.3.
The charms should use newer images versions.
Currently, the latest images from metallb's docker repo are tagged v0.12.

+1 for fixing this. For example, the 0.9.x doesn't support specification of the LoadBalancerClass (https://github.com/metallb/metallb/pull/1417).
