Bug Description

For the development environment GTM requires improvement in the Global Mangement routines to both develop and debug applications in a more efficient fashion.
Improvement is need in.

Instead of Won't Fix (which means we will never do it), let's leave it as New for now and just set Milestone to Phase II.
