OpenVista needs to check for a valid Linux username/password when dropping into programmer mode

Bug Description

Programmer mode (aka GT.M's direct mode) implies the ability to run Linux commands (via the ZSY MUMPS command). Thus, if a user logging in through a tied account requests programmer mode access, OpenVista should check for a valid Linux username and password before allowing them to proceed, even if they have the right security keys in OpenVista.

Add branch bug322986m to hold mumps code. As far as I know, it's complete and ready for merge.

Instead of using ZSYSTEM to call logger, perhaps we can use PIPE I/O and feed it the message via stdin? This would prevent problems with the shell interpreting special characters.
