Bug Description
Finishing the migration to 6.1, existing users are left with empty timezone fields. Especially for the user admin (owner of some crucial cronjobs) this can cause weird misbehaviors.
The timezone should be set to the server's timezone initially. Ideally, ask postgres which timezone it uses, as the timezone migration uses postgres' idea of what the local timezone is.
