Single quotes appear as backticks

Bug Description
All the places in the PDF where there should be single quotes (i.e. in commands) they appear as backticks. Double quotes are unaffected.
This has the effect of when copy/pasting commands to execute, many of them fail requiring modification beforehand to replace backticks with quotes.

Oddly, when I check out and create the PDF myself, the single quotes are correct.
I'm building on Ubuntu 12.04, 64bit, locale=en_GB.
Could the locale be an issue?
