VMware: some API's return only data on the first cluster and not the correct cluster

Bug Description

The BP for the multi cluster did not treat the following correctly:
- snapshot
- reboot
- destroy
- pause
- unpause
- suspend
- resume
- rescue
- unrescue
- power off
- power on
-poll reboot
- get info
- get diagnostics
- vif plug.unplug
phew
