Missing package when pip install requirements

Bug Description

When use pip to install valence requirements, it depends some basic packages, like python-dev, which usually are missing on fresh installed system. Should add them in valence installation instruction.

    Added two basic packages "python-dev build-essential", which are
    required when using pip to install requirements.
