[API] controller must support listing pods and racks

Controller must provide API to list racks and pods.

Question is , which property needs to show on API ?
Both Pods and Rack just a kind of Chassis resources, and there are lots of property define in the chassis schema. if we just show raw redfish property directly, this not a useful info for end-user, neither UI, since
user can't see what's its relation with others , and also some OEM section can be exported.

Hi Chester,
There seems to be a confusion. I would like to emphasize that none of the apis in Valence will expose redfish data directly. Kindly ignore the current version, since documentation is in initial stage the apis response data are not matching. Also the current /racks and /pods are not exposing redfish data directly, currently it is returning 2 or 3 fields in custom json format. Once these apis are captured in the document it will be fixed.
