Bug Description

Steps to reproduce:
1) apt-get install quantum-server quantum-plugin-openvswitch

Expected result:
Working quantum packages

Actual result:
dpkg: error processing /var/cache/apt/archives/quantum-server_2012.2+git201208291700~precise-0ubuntu1_all.deb (--unpack):
 trying to overwrite '/etc/quantum/plugins/openvswitch/ovs_quantum_plugin.ini', which is also in package quantum-plugin-openvswitch 2012.2+git201208291700~precise-0ubuntu1
