Cannot create base disk with base_disk.bat - controller node seems to be created but script still loops on waiting for x seconds

I am attempting to create the open stack training labs on Windows 10 as a host, ubuntu 16.04.3 as an osbash image, and virtualbox 5.2.4

I run create_base.bat and can see that the controller node appears to have been created, but it is just setting there at the os prompt at the console, when I log in, I can see no activity but the bat is still running, constantly looping and waiting. As far as I can tell it will never finish.
