Bug Description

Uploaded a review in Swift and this happens in Tempest:

    The user requested reno>=3.1.0

1. loosen the range of package versions you've specified
2. remove package versions to allow pip attempt to solve the dependency conflict

No idea what this is about, I think Swift does not use reno at all.
It used to be needed for py2, but not anymore.

This is a random issue. The new pip resolver is really bad at reporting issues. This kind of fake feedback means most likely that the PyPI mirror failed during run.
