tinyrpc version issue

tinyrpc 0.8 is released. (https://pypi.python.org/pypi/tinyrpc)

But "tinyrpc===0.7" is in https://github.com/openstack/requirements/blob/master/upper-constraints.txt#L209

Kaminario CI is failing due to this with following error:
