CI failed with devstack.

This protobuf version has been introduced by Change-Id: Ie610db5304707e3db9f7025037405a3af79d2ce3

The actual upstream file is protobuf-3.5.0.post1, but it does pass the coinstallability tests.

3.5.0 was removed from pypi for reasons as yet unknown, see also

Patches are up to requirements to either fall back to 3.4.0 or go forward to 3.5.0.post1

Same issue here on UFCG OneView CI (Ironic). Hope this patches got merged. :)
