Bug Description

DevStack script still depends on Python2 packages even if Python3 enabled.
Having slightly customized Ubuntu Xenial with no Py2.7 install stack.sh fails.

This bug report for tracking dependencies removing on Python2.7 for DevStack.
Basically, every change would maintain support for both 2.7 and 3.5
