Bug Description

Keystone and horizon to support MFA

"(robcresswell) Horizon happy to support this but doesn't currently. Seems like there is a push to get the remaining API support in Keystone finished
(adriant) keystone does support MFA but in a very difficult to use. This is going to be worked on, and I'll be posting some alternatives and work arounds we can support before Keystone can support the missing features."

We have a specification targeted for the Rocky release to improve user experience here [0].
