User from China reporting reCAPTCHA does not work

A user popped up in #opendev saying they could not fill out the recaptcha form on https://openstackid.org/auth/register

It turns out they are in China, and it seems they are being blocked from google.

I note the page has <script src='https://www.google.com/recaptcha/api.js?render=onload'></script>

Google suggests here we should probably use recaptcha.net to avoid this

Hi - Thank you for the detailed report! We are looking into this and I'll update this bug report once fixed and hopefully for some additional testing directly in China.
