Barbican packages are not designated in project navigator

Bug Description

The installation guide documents Barbican install steps for 5 different packages:

     Key Manager service (Optional) ( Debconf , Debian , SUSE , RDO , Ubuntu )

Hi - this is confirmed and we've released a patch to hide the tag until we are able to properly improve: https://github.com/OpenStackweb/openstack-org/pull/59

At the Austin Summit, working with package maintainers, the ops
tags team decided on a way to markedly improve the ops:packaged tag:

Unfortunately, these changes have not been implemented and the tag
has not been updated as a result.

Until these changes have been implemented, the ops:package tag should
not be displayed on the project navigator.

If this was about ops: install-guide, rather than packages, please send a patch to the ops-tags-team repo to update the data for barbican.
