When I visited openstack.org, I found that the link to https://developer.openstack.org/ is broken and does not work as intended.

The URL should be corrected from HTTPS to HTTP. That site has never supported HTTPS as, like docs.openstack.org, it's just a simple Rackspace Cloudsites site.
