add 'maybe' to possible states in Track Chairs tool

Bug Description

As a track chair, I miss the possibility to mark abstract as 'maybe'. Currently I see a list of proposed abstracts and I have the option to add each of them to my "personal list" or not add them to my list if they're to be ignored. I'd like to have to have a richer way to select the proposals that have the potential to go on the list. I'm not sure what the best way to do it would be.

Right now there are two states: ON that I as a track chair can use to mean that the talk is interesting, or OFF for proposals that are not interesting. Adding at least one new state (let's call it MAYBE) would be helpful: ON for definitely interesting, MAYBE for those that are less clear and will need more discussions/investigation, OFF for the definitely not interesting.

Probably a way to express votes from the track chairs, ranging +2 to -2 would be another option. Thoughts?
