release note page 404

When I'm going thru the release note, I noticed that on the main page when I try to navigate to release note using "OpenStack Projects Release Notes" it will lead to a 404 page.

Main page:
https://docs.openstack.org/2023.1/

404 page:
https://releases.openstack.org/2023.1/index.html

Manually changing the version name will work, ie:
https://releases.openstack.org/antelope/index.html
https://releases.openstack.org/zed/index.html

Hi Wong. It's true that there's a broken link on

https://docs.openstack.org/2023.1

However, the Charm Guide is not responsible for that page.

I'll change the bug task to the correct project: openstack-manuals
