Create redirect for manila api ref

We need to create a 301 redirect for the manila api ref.

Old link is https://docs.openstack.org/api-ref/shared-file-systems, and new link is https://docs.openstack.org/api-ref/shared-file-system.

We never published the api-ref to https://docs.openstack.org/api-ref/shared-file-systems, so, why do you need a redirect?

We previously published to https://developer.openstack.org/api-ref/shared-file-systems and there's a link.

For some reason it's showing up on the search engines and that is misleading. Perhaps it was published with that name in the past and there are still traces of it?

How are you searching for it? I just googled and the link was correct for me.

Btw. if you see a need for this, go ahead and send a patch to openstack-manuals and convince us it's needed.
