Ubuntu 18.04 in openstack MySQL Neutron.QuotaUsage Table Error

Hello there;

We are planning to establish an OpenStack Platform consisting of 2 Controller Node, 2 Compute Node and 4 Ceph Node. Our Physical Servers
We are installing Ubuntu 18.04 on the HP DL380 Gen9 and physical servers. After setting up 1 Controller Node and 1 Compute Node we encountered a problem in the process of creating a virtual server for testing purposes.
As a first step, we created 1 Sub Self Service Network oluştur, followed by 1 "Subnet İlk. We have successfully done this creation. Then we restarted the "MySQL" service. After the restart "Neutron.QuotaUsage" table gives a constant error and "Neutron" do not allow us to do any action on. Then, we created the "Neutron" Databaseini and all the tables in the same process. Everything is going well until MySql is "Restart" (or until you restart the physical server). Then again on the same table to prevent us from giving error. Although we tried many times, we encountered the same error. The MySQL (MariaDB) we use is 10.3.11 . Thank you in advance for your help.
